Star Surikan was taken over by both her blood and her semblance there which caused her to transform into this form here. Her Semblance here is known as Blood Of The Riot which makes her more dangerous, it can mke her aura visible for anyone to see but except that it is covering round her body to protect her from dust, magic, conjured items/abilities and manifested abilities. Her blood had the rare blood called the Orochi Blood and it caused it her semblance to be like this since her life was a misery one and she wouldn't want to be picked on. Her blood would make her strength and speed doubled but of course there is one downside and that is her vitality is way down which physical attacks would work only so if she gets hit, the pain would be 3x as painful unless if people or faunus or even Grimm can actually touch her that is. Since for this semblance she would also lose her sanity as well and will be killing anyone who stands in her way. So if you were in the world of Remnant, be careful if you encounter her in this form.
